Try and find out what their plans are, they may not have found a house yet, or maybe they want to wait until the summer holidays to move, if you are in a hurry to move this will have an affect on whether you make an offer or not.
Putting in an offer, although we all want to find the best deal, trying to haggle isn't always the best thing to do. If you find your perfect home and it seems to be priced fairly then why not consider offering the full asking price. This means you'll be taken seriously, there won't be any time-wasting and it will lessen the possibility of another interested party stepping or gazumping you.
